
(Cochrane, AB) – Cochrane Council has directed Administration to take the next exploratory steps related to a potential affordable housing opportunity at 359 First Street East, the site of the former RCMP building, which is currently owned by the Government of Canada. If the Town chooses not to advance an affordable housing project on the site, the federal government would explore alternative opportunities and determine the next steps for the property.
The resolution authorizes Administration to enter into initial agreements with federal partners, subject to satisfactory legal review and returning to Council prior to the expression of interest process. This direction does not represent a final decision or financial commitment to proceed with development. Rather, it allows the Town to keep the opportunity open while due diligence, funding discussions, delivery partner outreach, and community engagement take place.
“This resolution simply allows us to continue exploring the opportunity in a responsible and staged way,” said Matt. “We know affordable housing is a priority in our community, and this step keeps the door open to potentially deliver more attainable housing options in Cochrane. Any decision to proceed would come back to Council for consideration, and the community would have an opportunity to provide input before moving forward.”
The potential project is intended to increase the supply of below-market rental housing in Cochrane while protecting long-term affordability and supporting essential workers and families currently residing in the community. The Town’s role would be to enable development through partnerships and agreements — not to directly operate housing.
While public consultation is not required at this stage, the Town recognizes the importance of community input. Engagement will be initiated as a formal next step to share information, gather feedback, and discuss considerations such as neighbourhood fit, parking, traffic and servicing before any final recommendations are brought forward to Council.
