You may appear as a Delegation to Council if you are presenting on an issue:
that is of broad interest within the Town of Cochrane
that will initiate interest and guidance to a solution for an item of public concern
that will bring Council up to date on an endorsed community project, idea or concept
To appear in front of Council, you must request in writing to be included on an agenda as a delegation. Your request should clearly indicate the topic and purpose of the presentation for inclusion in the meeting agenda.
Once you have made your request, Legislative Services staff will review the request and consult with any affected departments. Legislative Services staff may:
provide an administrative response to the delegation to satisfy the request for an appointment with Council
add the appointment to the next available Regular Council or Committee of the Whole meeting agenda
add the appointment to a future meeting agenda if requested
Not all delegation requests are approved. You may be directed to a Council Committee or to staff instead. Delegations are scheduled at the discretion of the Chief Administrative Officer, subject to:
the volume of material on any given agenda
the number of requests for a specific meeting date and the urgency of request
presentation subject matter

The following rules apply when presenting to Council:
If you have written or electronic submissions as part of your presentation, a written submission must be provided to Legislative Services at least seven working days prior to the meeting.
If your delegation consists of more than one person, you must appoint a spokesperson that will be responsible for representing the group.
You must identify yourself prior to addressing Council.
Any printed materials provided will be made public, subject to provisions of the Freedom of Information and Protection of Privacy Act.
You will direct your presentation to the Chair.
Your presentation is limited to five minutes for individuals and 10 minutes for groups. This does not include time for questions or clarification by members. The Chair may extend your time limit as necessary.

Council may not make any decisions at the meeting on any requests made. Requests are referred to staff for review, reporting and recommendation to Council at a future meeting.
Please note that presentations to Council may be livestreamed and recorded.
If you would like to reappear, you are able to do so only if you will be presenting new or significantly additional information.
Public Hearing Submissions
The public may provide comments on upcoming an upcoming public hearing by:
speaking at the public hearing meeting
making a presentation (5-minute time limit)
providing written comment through the public submission form on the Thursday prior to the meeting date by 10 a.m.
Presentations and written comments are due to planning@cochrane.ca on the Thursday prior to the meeting date by 10 a.m. Public submissions, including name and address, will form part of the official record for the public hearing which is available to the public and published on Cochrane.ca.
