Overview
Horse Creek Sports Park is a long-term, multi-phase project identified to support Cochrane’s growing population and future recreation needs.
During 2025, the Town completed site preparation and servicing work to support future development of both the park and the adjacent Rocky View Schools high school site.
In 2026, Council will revisit the project following completion of the Parks, Culture & Active Living Master Plan to ensure future decisions are data-driven and aligned with community priorities.
The Town of Cochrane and Rocky View Schools have collaborated to build the vision of Horse Creek Sports Park and a future school site located immediately north of the community of Heritage Hills, seamlessly integrating into a community sports activity hub for the Town of Cochrane, complete with outdoor sports amenities, pathways and gathering spaces. The initial investment in servicing, design and planning will be funded by the Town, as per the purchase agreement with Rocky View Schools.
Township Road 262 update
2025 Construction update
The following work was completed during the 2025 construction season:
- Site stripping and grading
- Utility servicing to support the future high school
- Installation of water and sanitary sewer stubs for future phases
- Township Road 262 construction (completed by the developer)
- Initial construction of the storm pond
- Minor construction work will continue through the winter months to prepare for final topsoil placement, grass seeding, and site-clean up in the spring of 2026.
This work prepared the site for future development and ensures coordination with school construction timelines.
No park amenities were constructed in 2025.
Horse Creek Sports Park will be built in phases, guided by community input, data, available funding, and what’s needed the most.
This project will help relieve the strain on our schools, provide space to play, and support Cochrane’s continued growth.
What happens next?
During 2025 budget deliberations, Council directed Administration to bring Horse Creek Sports Park forward for discussion in 2026 after completion of the Parks, Culture & Active Living Master Plan.
The Master Plan will provide updated data on:
- Population growth projections
- Sport and recreation demand
- Field utilization and service gaps
- Community priorities

Background
Since 2015, the Town of Cochrane and Rocky View Schools (RVS) have been working together through a unique partnership to support critical community infrastructure. RVS purchased 160 acres in Cochrane with the goal of building a new high school. In exchange, the Town is taking the lead on servicing the site, making it “shovel-ready” to meet the needs of Cochrane’s growing student population.
As part of this collaboration, Cochrane will receive the remaining portion of the land to develop the future Horse Creek Sports Park. The Town is now advancing a detailed design process for the park, guided by the Parks, Culture & Active Living Master Plan and shaped by extensive community engagement and data-driven planning. These future amenities will reflect the priorities and recreational needs of Cochrane residents.
Strategic alignment
This project aligns with Council’s 2022-2025 strategic goals of livability, open spaces and natural areas and a vibrant economy. It also reinforces the 2022-2025 Strategic Plan’s foundation of financial and environmental stewardship, built environment and intentional relationships.
