Council reviews proposed YMCA partnership for recreation facilities

(Cochrane, AB) – A proposed partnership between the Town of Cochrane, Rocky View County, and YMCA Calgary could pave the way for more recreational opportunities in the community—without increasing the burden on taxpayers. By improving operational efficiency at the Spray Lake Sawmills Centre (SLSC), the initiative is expected to generate financial capacity that could be reinvested into developing new, much-needed amenities across Cochrane.

At the May 20 Council meeting, CAO Mike Derricott presented a detailed update on the proposed transition of the Spray Lake Sawmills Centre (SLSC) operations to YMCA Calgary. The presentation outlined the outcomes of an extensive Recreation Request for Proposal (RFP) process and the benefits of a long-term operational partnership with the YMCA, aimed at improving recreation services for Cochrane and Rocky View County.

“This is a transformative opportunity for our community,” said CAO Mike Derricott. “We’ve done the groundwork to ensure that the proposed partnership with the YMCA aligns with our strategic priorities—enhancing service delivery, ensuring financial sustainability, and addressing the recreational needs of our growing population.”

Key Highlights from the Proposal Include:

  • YMCA Calgary would assume operational responsibilities for SLSC as of January 1, 2026, following a six-month transition period.
  • Facility ownership would remain with the Town of Cochrane and Rocky View County, with a new governance structure ensuring transparency and accountability.
  • Significant operational efficiencies are projected, enabling surplus to be reinvested into facility improvements and lifecycle maintenance.
  • Inclusive programming that supports youth, families, newcomers, and underserved populations.

A short-term operating plan for the Cochrane Arena is being developed, while long-term solutions are considered. 

Next Steps

Council will deliberate on May 26, 2025 to determine whether to move forward with additional public engagement opportunities—including the potential for a public hearing or a formal information session with key stakeholders—prior to considering final approval of the agreement.
