The Town of Cochrane is a growing, vibrant community located in the foothills of the Rocky Mountains. The Town is committed to service excellence, community engagement, and the development of strong municipal services and facilities. The Cochrane RancheHouse is the Town’s signature event venue, hosting weddings, corporate rentals, community events, and internal functions. 

Overview of the Deliverables 

The Cochrane RancheHouse hosts approximately 65–100 weddings per year, with frequent dual-wedding weekends requiring coordinated use of a shared commercial kitchen and secondary servery kitchen. The facility also hosts 80–100 internal Town events and approximately 50 corporate events annually. 

This RFSQ will establish a short list of up to five (5) Approved Caterers responsible for providing all required catering services on an as-needed basis, including buffet service, plated meals, custom dishes, bartending, drop-off catering, and high-level premium service. Caterers must be able to accommodate a guest list ranging from 2 - 1100 people and all dietary restrictions, cultural requirements, accessibility needs, and specialty menus with no limitations or restrictions.

It is known for its stunning natural surroundings, small-town feel, and vibrant community, Cochrane blends modern living with western heritage, beautiful mountain views and sits along the scenic Bow River. 

The Cochrane RancheHouse serves as the Town of Cochrane’s administrative municipal building. It also serves as an Events Centre that hosts weddings, corporate events, and other gatherings. The intent of this RFP is to lifecycle and replace the existing two (2) boiler heating plant, with two (2) high efficiency commercial boilers and replace the existing glycol heating primary loop with water and add secondary glycol loops complete with heat exchangers.

The Town seeks to engage a qualified contractor to perform inspection services on key sections of its water and wastewater mains (the “Pipelines”). Nine pipeline sections totaling approximately 20 kilometers of varying pipe material have been identified as candidates for inspection. The Town will collaborate with the successful Proponent to prioritize the inspection work based on available budget, technological capabilities, and the risks of each asset.

Due to its varied topography and built form, the Town operates a complex water and wastewater network. Significant elevation changes have resulted in twenty (20) pressure zones within the water distribution system and ten (10) collection basins within the wastewater system. The community was developed around the Bow River—an environmentally sensitive area—which increases environmental and regulatory risks associated with underground utilities in the riparian zone.

Much of the underground infrastructure is over 50 years old.  Although record information is generally good, some pipe materials and locations remain unknown.

The Town of Cochrane Parks & Open Spaces Department is seeking proposals from qualified and experienced landscape maintenance contractors to provide weed removal and maintenance services for municipal parks and landscaped areas throughout the Town.

The Contractor shall provide all labor, equipment, materials, supervision, and transportation necessary to complete the Services. All work shall be performed in a professional manner, in accordance with recognized industry standards, the Alberta Weed Control Act, and the Town’s municipal parks’ maintenance expectations.

The purpose of this project is to engage a NACE-certified engineering consultant to evaluate the condition of existing ferrous water distribution infrastructure and determine the feasibility of implementing cathodic protection (CP) systems on aging ductile iron, cast iron, and (if any) yellow-jacketed steel water mains within the Town of Cochrane.
The successful Proponent will conduct field investigations, analyze corrosion risks, perform testing as required, and prepare a feasibility study and preliminary design report. Based on the findings and cost-benefit analysis, the Town may authorize progression to Phase 2: Detailed Design and ultimately Phase 3: Tender-Ready Design.

The Town of Cochrane is seeking proposals from qualified and experienced vendors for the rental of a municipal fleet vehicles to support the increase in various operational departments including public works, inspections, and administration. This PREQUAL outlines the specifications, expectations, and evaluation criteria for the provision of flexible, reliable, and cost-effective vehicle rental services. 

The purpose of this RFSQ is to establish a list of pre-qualified rental agencies capable of delivering the Deliverables outlined herein. The town intends to prequalify up to three (3) successful Proponents for a period of three (3) years with an option to extend for up to two (2) additional 12-month terms, subject to performance, delivery and meeting the evolving municipal needs. Notwithstanding the preceding sentence, the number of pre-qualified Proponents selected, and the term of any supply agreements may be adjusted at the Town’s discretion.

The Town of Cochrane is seeking a qualified research firm to design and deliver a statistically valid resident budget engagement survey. The purpose is to collect representative input from residents to inform the Town's annual budget process and produce a comprehensive What We Heard Report (WWH) summarizing key findings as well as present a condensed version to/at council. 

The selected consultant will be responsible for end-to-end project delivery, including supporting survey design, data collection, analysis, progress reporting as well as final delivery of the WWH report and Council report. The deliverables must meet professional standards for public sector research and ensure representativeness across all major demographic and geographic segments of the Town.

This Request for Proposals (the “RFP”) is an invitation by the Town of Cochrane (“the Town”) to prospective proponents to submit proposals for RFP-ToC-2025-53, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”).

The deliverables include, but are not limited to, the inspection, testing, preventative maintenance, deficiency reporting, emergency repairs, supply and provide, all relevant reporting documentation related to fire alarm systems, fire extinguisher (building & vehicle), kitchen suppression systems, sprinkler standpipe systems (wet, dry & glycol) and first-aid equipment. 

The supplier shall be responsible for all costs and expenses associated with providing the scheduled services outlined in their RFP including, but no limited to, labour, materials, equipment, parts, consumables, and services necessary to fulfill the requirements of this RFP.
