
(Cochrane, AB) – At its July 6 meeting, Administration provided Council with an update on the Town’s comprehensive utility rate review, highlighting the financial considerations shaping future water, wastewater and stormwater services.
The review examines the long-term costs of operating, maintaining and renewing Cochrane's utility systems while ensuring rates remain transparent, fair and support reliable service delivery. The findings will help inform future decisions on utility rates and long-term financial planning.
"This review is about planning for the future," said Shawn Tooth, Director of Utilities. "Understanding the long-term costs of delivering utility services allows us to develop a thoughtful approach that supports reliable service while helping reduce the impact of future rate changes."
The preliminary analysis identifies increasing costs associated with operating and maintaining utility systems, renewing aging infrastructure and meeting external service costs. Wastewater services face the greatest financial pressure, largely due to increasing treatment and disposal charges from the City of Calgary.
While the review projects annual revenue requirement increases of approximately 5.7% for water services and 9.2% for wastewater services over the next decade, those figures do not directly translate into future rate increases. Population growth, future Council decisions and funding strategies will all influence how costs are managed over time.
Council received the report for information. Administration will continue refining the review, including capital funding strategies, rate design and long-term financial planning, before bringing future recommendations to Council.
