
(Cochrane, AB) - As the next step in the James Walker Trail (JWT) expansion, a borrowing bylaw has been introduced to support this critical infrastructure project. The project will be fully funded through off-site levies, ensuring that growth pays for growth.
A debt-funded off-site levy allows the Town to borrow funds upfront for essential infrastructure, with the costs recovered over time through fees collected from developers as new areas are built. This means the cost of expanding infrastructure is covered by new development, rather than existing taxpayers.
The expansion will improve traffic flow and connectivity in Cochrane’s transportation network. The borrowing bylaw, introduced at the March 10 Council meeting, will secure funding for Cochrane’s portion of the project, allowing the Town to move forward with this critical work as the community grows.
This phase will see the Town of Cochrane develop 1.5 km of two-lane roadway over two construction seasons (2025–2026). An additional 1 km within the Southbow Landing area will be built by Qualico Communities.

The James Walker Trail project is planned in four stages. Stages 1 and 2, completed in 2018 and 2020, included the reconstruction of Griffin Road and connections to the Jack Tennant Memorial Bridge. Stage 3 involves a 2.5 km extension, with 1.5 km managed by the Town and 1 km by Qualico Communities. Stage 4 will expand the roadway to four lanes based on population growth and traffic demand.
This phase will help alleviate traffic congestion, provide a vital link between north and south Cochrane, and reduce pressure on River Heights Drive. The project will improve access for residents, businesses and commuters while supporting the Town’s continued growth.
