Description: | INVITATION TO PROPONENTS This Request for Proposals (the “RFP”) is an invitation by the Town of Cochrane (the “Town”) to submit non-binding proposals to implement and provide ongoing software services for a Health and Safety Management Software.
The “Service” includes implementing a software solution to assist with the management of health and safety program documents, resources, and reporting (as further described in Appendix A). As part of our objectives, the Town is seeking a system that is SQL server based in order to integrate with our SQL based technical environment.
The RFP document sets out: the details of the Services required; the process for submission, evaluation and award of the Contract; the terms and conditions of the Contract; plus, forms which outline the information a Proponent to this RFP should submit in their Proposal. The Successful Proponent will be invited to enter contract negotiations with the Town for the provision of the Service. The agreement has an anticipated Contract Date as per section 1.3, Table 1 and continue thereafter until the Services are complete, subject to earlier termination as set out in the Agreement.
BACKGROUND Cochrane is a thriving community in the Bow Valley in southern Alberta, just west of Calgary. The Town has 4 “divisions, 8 “sections,” and 22 “departments”. The Town provides local government and utility services to a population base of approximately 32,000. We provide a range of services including fire protection, municipal enforcement, planning and development, parks and open spaces, family and community services, water and wastewater management, waste and recycling management, and assessment and taxation.
The Town considers health and safety as a shared responsibility that requires active leadership and participation from all employees. It is important that all employees are engaged in the health and safety management system as part of our day-to-day activities, in safety meetings, and during orientations and training. Implementation of a digital health and safety management system will provide more efficient communication, interaction, and compliance throughout the organization. |
